Brief information
on the results of conducted work on selection of a company
for construction of automobile boarder posts (ABP) “Chon-Kapka” and “Kyzyl-Kiya”
State
Customs Committee of the Kyrgyz Republic in the frame of ADB Loan № 2113-KGZ
conducted the work on selection of a company for construction and provision with
necessary facilities of ABP “Chon-Kapka” (Lot 1) and ABP “Kyzyl-Kiya” (Lot 2) on
the basis of national bid (NCB\НКТ) (Works- Small
Contracts) without pre-qualification, using the selection method- NCB\НКТ,
“One stage-one envelope”.
The
invitation for submission of bids was issued on March 10, 2009 and published in
newspapers: “Vecherny Bishkek” of March 11, 2009, Stroitelstvo i remont” of
March 11, 2009, «Times of Central Asia» of March 12, 2009.

During the
evaluation on completeness of submitting the documents and information, required
by the bidding documents, there was determined, that Bidder № 1 submitted the
completed package of documents on both Lots. Bidder № 2 didn’t submit the
completed information on the following clauses (bid on Lot 1 and Lot 2):
proposed staff (not all CVs were submitted); equipment (information was
submitted not in complete volume); pending litigation (information was not
submitted), financial statements (balance-sheet and income statement were not
submitted); financial sources (information was not submitted); a completed
experience on construction (information was not submitted); special experience
on construction (information was not submitted); bid copy was different from the
original on the content of documents. Bidder № 3 didn’t submit the completed
information on the following clauses (bid on Lot 2): information and equipment
was not submitted in complete volume; construction method (information was not
submitted); mobilization schedule (information was not submitted); financial
resources (information was not submitted).
Each bid was
evaluated on the availability of arithmetical errors in accordance with
provisions of bidding documents and similar errors were corrected. The
corrections are shown below:

In the result of bids’ evaluation, the
most qualified bidder was defined- Association consists of the following: OJSC
Kerbenjolkurulush» (lead partner), OJSC «Aerodromstroy» (partner 2), LLC
“Kyrgyzstalconstruktsiya” (partner 3) - further “Contractor”.
After
contract negotiations and approve from the side of Resident Mission of ADB in
Kyrgyz Republic and Ministry of Finance of Kyrgyz Republic, June 5, 2009, there
was concluded the Contract agreement between State Customs Committee of Kyrgyz
Republic and bidder, that won in the bid- Association consists of the following:

In the
quantity of work on construction and provision with necessary facilities of ABP
“Chon-Kapka” and “Kyzyl-Kiya”, which should be performed by Contractor, includes
the following:
Construction
and provision with necessary facilities of the following units:

ABP platform with water
intake (General plan, engineering networks);
·
Domestic block for the
customs officials (re-profiling);
·
Admission module with
service block and shed for examination (module "Kislovodsk");
·
Block of cynology service;
·
Check point;
·
Box for profound examination;
·
Fuel warehouse-shed;
·
Water intake- well-camera
with water-gauge and bactericidal plant;
·
Water tower;
·
Customs control post;
·
Automobile scales with shed;
·
Outdoor lavatory;
·
Domestic block for the
frontier guards;
·
Diesel power plant;
·
Fire reservoirs.
Contractor
starts to perform the Works in June 2009 and should fully complete them in 7
calendar months, i.e. before December 30, 2009.
