on conducted International Competitive Biding (ICB) for
procurement of computer equipment for United Automated Information System (UAIS)
of Customs Service of the Kyrgyz Republic

of the Kyrgyz Republic».

The State Customs Service (SCS) under the Government of the
Kyrgyz Republic has conducted the International Competitive Biding in conformity
with Asian Development Bank (ADB) “Single Stage: One Envelope” procedure.
Five bids were submitted to the deadline, i.e. by August 12,
2011. Bidders’ names, their citizenship, prices at the opening of bids, are
shown in the table below:

After evaluation of the submitted
bids for completeness of the provided information, correctness of execution,
eligibility of the bidders and goods, qualification and experience of the
bidders, and also the conformity of the proposed equipment with technical
specifications, two bids were rejected, namely Consortium of OJSC “Logic” and
LLC “Logic”, and LLC “IFS”. The reason for rejection of the given bids in both
cases was inconformity of technical parameters of the number of goods to
technical specifications, required in bid documents.
The detailed evaluation of the
rest three bids showed that they are substantially responsive. Their ranking is
shown below:

In the result of conducted
evaluation, it was decided that the bid, submitted by LLC «Continent Trade» is
substantially responsive lowest evaluated bid. Thus, on October 13, 2011 there
was signed the contract for supply of computer equipment for UAIS and
performance of related services between The State Customs Service (SCS) under
the Government of the Kyrgyz Republic and LLC «Continent Trade» for the total
amount, equal to
US$
1,241,719.93. The
term for contract execution is five calendar months from the date of signing of
the contract. In the frames of the given contract, the supply of server,
computer, switching equipment is supposed, including the installation of the
equipment at customs bodies, located over the whole territory of the country,
and also creation of local networks, which is necessary for putting into
operation the United Automated Information System of the Customs Service.
