“Procurement of power supply equipment for the UAIS of Customs Service
of the Kyrgyz Republic”. |
State Customs Service (SCS) under the Government of the
Kyrgyz Republic has carried out the National Competitive Bid in accordance with
procedure of the Asian Development Bank (ADB) “One stage-one envelope.”
By the deadline for submission, i.e. by September 16, 2011,
one bid from LLC “Sinobase” (KGZ) was submitted. ADB procedures don’t prohibit
conducting the bid in case of submission of a single bid on condition that it
will be as substantially responsive (i. 2.61 of the ADB Guideline on
Procurements from April, 2010).
After evaluation of the submitted bid for a completeness of
the submitted information, correctness of formation, illegibility of the bidder
and the goods, qualification and experience of the bidder, and also the
conformity of the proposed equipment to technical specifications, the bid was
defined as substantially responsive, and the bid price, which is equal to US$
169, 215.00, was less than estimated cost.
In the result of conducted bid, on October 25, 2011, there
was signed the contract between the State Customs Service under the Government
of the Kyrgyz Republic and LLC “Sinobase” for supply of power supply equipment
for the UAIS and performance of related services for the total amount of US$
169, 215.00. The deadline for contract execution is four calendar months from
the date of the contract. In the frames of the contract it is supposed to
supply the invertors and generators, including assembly works on installation of
the equipment at the customs bodies, located on the whole territory of the
country, which will be used for energy supply of the Unified Automated
Information System of the Customs Service.
