of Customs Service of the Kyrgyz Republic |
State Customs Service (SCS) under the Government of the
Kyrgyz Republic, which is the Implementing Agency, has carried out a repeated
selection of the consulting company for a development of software for UAIS.
The selection was carried out based on the Quality and Cost
Based Selection Method (QCBS). The selection
was carried out based on the existing short list from the four following
consulting companies:

On November 10, 2010 there was made the opening of the
Financial Proposals of two companies, which have got more than 750 passing
scores. They are the following companies: «Crown Agents for Oversea Governments
and Administrations» and «SEMTEC». The following costs of the proposals were
fixed during a public opening of the financial proposals:

Thus, according to the results of the conducted evaluation of
the Companies’ Proposals, the company «Crown Agents for Oversea Governments and
Administrations» (UK) was turned out to be the first ranged.
During the period from December 14-17, 2010 there were held
the negotiations, in the result of which on December 29, 2010, there was signed
the contract with the company-winner «Crown Agents for Oversea Governments and
Administrations» (UK) to the total amount of 1 635 401 USD. The subject of the
contract is the development of software for the Unifies Automated Information
System of the Customs Service of the Kyrgyz Republic – automation of the main
business processes of the Kyrgyz Republic customs bodies, including the
registration and control of the goods delivery; customs clearance process and
customs control of the goods; risk management; maintenance of the base of the
customs rules violation; maintenance of the united system of classifiers for the
customs bodies; customs statistics; control over the customs fees and other
payments; reports generation; data exchange with external sources, etc. The
works in frames of the given contract were started on January 10, 2011 and will
be completed by April 30, 2012.
